The York University Family Matters review began in 2009, and was the first full evaluation of the program in the eight years of the FRP. The Family Matters report, completed in 2010, highlights some challenges regarding data collection leading us to improve processes in this area.

Using Data

The FRP is able to illustrate cost savings to the Toronto shelter system because of its services and interventions.

While simplistic, the formula clearly indicates the type of savings achieved with prevention and early intervention programs of this kind.

Number of youth who return home; move to independent or supportive housing with family and/or other community supports; or are prevented from entering the shelter system

Monthly per diem rate at shelter

Average 3 month shelter stay

Cost savings to shelter system

N.B. The formula under-represents the savings to the shelter system in that it uses the daily rate received by shelters when youth are shelter residents and not the actual cost of operating the shelter and all its programs.
